Understanding the Arab Military MindBarry Rubin

A key aspect of winning any war is to define the goals. This is especially true of the current fighting in Gaza and Lebanon. By trying to do too much – or believing that one can achieve more than is possible – the result can be failure and certainly will be disappointment.

In this case, the mistake is to think that Israel can destroy Hezbollah or eliminate it as a political and military entity. To claim otherwise plays into the hands of Hezbollah, Syria, and Iran, which want to define their victory as Hezbollah’s survival.

Defining victory as merely survival is a pattern often typical of Arab (and Iranian) politics and it is simultaneously disastrous and sensible. It is disastrous because it courts defeat by attacking superior forces: the 1967 Six Day War, Saddam Hussein’s challenge to the United States and his attack on Iran, Yasir Arafat’s fighting an endless battle in which he was always defeated, and so on. The Arab side is left with tremendous losses in casualties and material, as is once again happening with Lebanon and the Palestinians.

But what is to a large extent a defeat in practical and military terms also can be considered a political victory. The Arabs never “lose” because they never surrender. Thus they do not formally give up anything. The leaders that brought on failure and the groups that did not triumph become heroes for being able to claim that they courageously fought the enemy without being crushed. The important points for them are that they gained revenge by inflicting damage, showed that they were real men, did not buckle under, and survived.

Such a pattern is a formula for endless conflict and endless defeat. Yet defeats do not force new attitudes, policies, or leaders. The pragmatic “lesson” remains unlearned because those who take this view perceive a different lesson.

That is why the kind of tactics that work well in conflicts elsewhere in the world do not function in the Middle East. The rules of the game are supposed to be like this: the side that loses recognizes that it is weaker and makes a deal involving concessions to avoid another costly conflict. The stronger side then gains deterrence, because recognition of its power stops the other side from going to war in the first place. Wanting to avoid war, all sides solve disputes by compromise, end the conflict forever, and move onto other things.

Instead, Hezbollah and Hamas thrive on fighting as an end in itself. Moreover, Hezbollah and its friends present themselves as absolute victors no matter what happens. And millions of Arabs and Muslims, given regime and media propaganda, believe them.

The underlying cause of conflict is not that Hezbollah or Hamas have grievances against Israel so much as that they view Jews as prophet-murdering, devil-aiding, imperialistic sub-humans whose state must be wiped off the map. Formal ceasefires or political solutions are inconceivable. At the same time, the conflict gives them money, power, and glory. Any losses or suffering that occurs as a result – except perhaps to the leaders personally – are a matter of indifference.

For its part, Israel will win an objective military and political victory but is not able to destroy Hezbollah for several reasons. First, Hezbollah has the support of most Lebanese Shia, who make up roughly 40% of the population. The Shiites back Hezbollah because it appeals to their communal pride, represents their interests domestically, and stirs their religious passions. The current fighting will not erode that support, which regards resistance to Israel as a victory in itself.

Second, Iran and Syria will keep backing Hezbollah because doing so gives them prestige, influence in Lebanon, and a way to hit Israel, all without cost. Their backing includes not only arms, but also financial subsidies that enable Hezbollah to buy popular support.

Finally, a lot of Hezbollah’s resources and forces are outside Israel’s range. Thus, only strong action by Lebanese groups could destroy Hezbollah. But they won’t act because they fear civil war and opportunistically use Hezbollah to promote their own goals or ambitions. For example, the current Christian leadership is a political ally of Hezbollah, even though the former opposed and the latter favored Syria’s continuing occupation of Lebanon.

Naturally, most other Lebanese are unhappy that Hezbollah’s adventurism has dragged their country into war and inflicted great destruction on it. Many secretly want Israel to crush Hezbollah and rid them of their problem. Yet they will do nothing themselves to help, thus ensuring that the problem continues.

There are, though, two realizable goals that Israel can achieve. The first is to keep Hezbollah away from the border. Ideally, Lebanon’s army and government would enter the area and run it as part of their country. Alternatively, another international force may be able to accomplish more than its predecessors, which mostly waved at the terrorists as they passed. But even if international institutions or Lebanon do nothing, Israel will attack any Hizballah forces trying to get close enough to cross the border or fire rockets at Israeli civilians.

The second attainable goal is to impose such a high price on Hezbollah as to be an effective deterrence in practice. Hezbollah will keep insisting publicly that it yearns for another confrontation, shout defiance, and claim victory. At the same time, though, it will confine its threats mainly to the verbal level. More than this cannot – and should not – be expected.

كيف نفهم العقلية العسكرية العربية

إن مسألة تحديد الأهداف تُـعَـد من بين العناصر الرئيسية لإحراز النصر في أي حرب. وتصدق هذه المقولة بصورة خاصة على القتال الدائر الآن في غزة ولبنان. ذلك أن محاولة تحقيق عدد أكبر مما ينبغي من الأهداف ـ أو اعتقاد المرء في قدرته على الإتيان بأكثر مما في إمكانه ـ قد تفضي في النهاية إلى الفشل، ومما لا شك فيه أن هذا الفشل سوف يؤدي إلى الإحباط وخيبة الرجاء.

وفيما يتصل بقضيتنا الحالية فإن الخطأ يكمن في الاعتقاد بأن إسرائيل قادرة على تدمير حزب الله ككيان سياسي وعسكري. والزعم بغير ذلك يصب في مصلحة حزب الله وسوريا وإيران، وهي الجهات التي ترغب في ربط انتصارها ببقاء حزب الله.

والحقيقة أن تعريف النصر بالقدرة على البقاء فحسب يعتبر نمطاً نموذجياً للسياسات العربية (والإيرانية)، وهو تعريف كارثي وعقلاني في ذات الوقت. فهو كارثي لأنه يفضي دوماً إلى الهزيمة بسبب الإقدام على مهاجمة قوى أكثر تفوقاً: كما حدث في حرب الستة أيام في عام 1967، وتحدي صدّام حسين للولايات المتحدة وهجومه على إيران، ودخول ياسر عرفات في معركة لا نهاية لها حيث لم يلق سوى الخسارة على الدوام. لقد تعود العرب على الخروج من أغلب معاركهم بخسائر هائلة في الأرواح والعتاد، كما يتكرر الآن من جديد في لبنان وفلسطين.

لكن الحقيقة أن ما قد نعتبره إلى حد كبير هزيمة على المستويين العملي والعسكري، من الممكن أيضاً أن يُـعَـد نصراً سياسياً. والعرب لا "يخسرون" أبداً لأنهم لا يستسلمون أبداً. وعلى هذا فهم لا يتخلون رسمياً عن أي شيء. فالزعماء الذين يمنون بالفشل، والجماعات التي لا تحرز أي نصر، يُـعَـدون في مصاف الأبطال لأنهم يستطيعون أن يزعموا أنهم حاربوا العدو ببسالة دون أن ينجح ذلك العدو في سحقهم. وكل ما يهم في حساباتهم أنهم تمكنوا من الأخذ بالثأر حين أوقعوا بالعدو الخسائر والضرر، وأثبتوا أنهم رجال حقاً، وتمكنوا من الصمود والبقاء.

هذا النمط من التفكير يشكل الأساس لصيغة لا نهاية لها من الصراع والهزيمة. إلا أن الهزائم لا تدفعهم إلى اتخاذ مواقف وسياسات جديدة أو محاولة تغيير زعاماتهم. ويمر "الدرس" العملي بلا مستفيد، لأن هؤلاء الذين يتبنون وجهة النظر هذه يلتفتون إلى درس آخر مختلف.

هذا هو السبب الذي يجعل التكتيكات التي تنجح في حل النزاعات في أماكن أخرى من العالم لا تفلح في الشرق الأوسط. فمن المفترض أن تكون قواعد اللعبة كالآتي: أن يقر الطرف الخاسر بأنه الطرف الأضعف ثم يعقد صفقة تتضمن تنازلات بهدف تجنب الدخول في صراع آخر مكلف. وبهذا الإقرار يكتسب الجانب الأقوى القدرة على الردع، وذلك لأن الاعتراف بقوته يمنع الجانب الآخر من التفكير في الحرب من الأساس. وفي وجود الرغبة في تجنب الحرب يحرص الجانبان على حل النزاع عن طريق التسوية، والتخلي عن الصراع إلى الأبد، ثم الانتقال إلى أمور أخرى.

لكن حزب الله وحماس، على النقيض من هذا، يزدهران باتخاذ الكفاح غاية في حد ذاته. فضلاً عن ذلك فإن حزب الله ومناصريه يقدمون أنفسهم باعتبارهم منتصرين مظفرين رغماً عن كل ما يحدث. والملايين من العرب والمسلمين يصدقونهم نظراً للأنظمة التي تحكم بلدانهم والأجهزة الدعائية الإعلامية التي تسيطر عليها.

إن السبب الأساسي في الصراع ليس أن المنظمات مثل حزب الله أو حماس تتشكى من مظالم خاصة أوقعتها بها إسرائيل بقدر ما تنظر تلك المنظمات إلى اليهود باعتبارهم قتلة للأنبياء وأعواناً للشيطان وكائنات استعمارية لا ترقى إلى مستوى البشر، وعلى هذا فلابد وأن تمحى دولتهم من على خريطة العالم. وبهذا النمط الفكري لا نستطيع أن نتصور وقفاً رسمياً لإطلاق النار أو حلولاً سياسية يتم التوصل إليها بمشاركة مثل هذه المنظمات. وفي الوقت ذاته، فإن هذه المنظمات تستفيد من الصراع الذي يدر عليها الأموال، ويمنحها القوة، ويلبسها ثوب المجد والفخار. وأما الخسائر أو المعاناة الناجمة عن الصراع ـ ربما باستثناء الخسائر والمعاناة التي قد يتكبدها زعماء تلك المنظمات ـ فهي غير ذات بال.

ومن جانب إسرائيل فهي تدرك أنها ستحرز انتصاراً موضوعياً على الصعيدين العسكري والسياسي، لكنها ستعجز عن تدمير حزب الله لعدة أسباب. أول هذه الأسباب أن حزب الله يحظى بدعم أغلب الشيعة في لبنان، والذين يشكلون حوالي 40% من تعداد سكان لبنان. والشيعة يدعمون حزب الله لأنه يخاطب كبرياءهم الطائفي، ويمثل مصالحهم في الداخل، ويحرك مشاعرهم الدينية. والقتال الدائر حالياً لن يؤدي إلى تآكل أو تضاؤل هذا الدعم من قبل المؤيدين الذي يعتبرون مقاومة إسرائيل في حد ذاتها نصراً لهم.

السبب الثاني أن إيران وسوريا سوف تستمران في مؤازرة حزب الله لأن هذا يضفي عليهما نوعاً من الهيبة، وييسر لهما فرض نفوذهما على لبنان، ويمنحهما الفرصة لضرب إسرائيل، وكل ذلك بلا تكلفة تذكر. ودعمهما لحزب الله لا يقتصر على منحه الأسلحة، بل وأيضاً المعونات المالية التي تمكن حزب الله من شراء التأييد الشعبي.

والسبب الأخير أن الكثير من موارد حزب الله ومصادر قوته تقع بعيداً عن طائلة إسرائيل. وعلى هذا فلن يتأتي تدمير حزب الله إلا بفعل قوي من جانب الجماعات اللبنانية. لكن هذه الجماعات لن تقدم على مثل هذه الخطوة خشية نشوب حرب أهلية، فضلاً عن أن هذه الجماعات تستغل حزب الله على نحو انتهازي في الترويج لأهدافها وطموحاتها. فلسوف نجد، على سبيل المثال، أن القيادة اللبنانية المسيحية الحالية تتحالف مع حزب الله، حتى على الرغم من أن الأولى تعارض استمرار الاحتلال السوري للبنان، والأخيرة تؤيده.

بطبيعة الحال، يشعر أغلب اللبنانيين الآخرين بالاستياء من المغامرات التي يخوضها حزب الله والتي جرت بلادهم إلى الحرب وجلبت عليها قدراً هائلاً من الدمار. والحقيقة أن العديد من اللبنانيين يتمنون سراً لو تتمكن إسرائيل من سحق حزب الله وتخليصهم منه ومن مشاكله. لكنهم على الرغم من هذه المشاعر لن يقدموا على اتخاذ أي خطوة من شأنها أن تساعد في تحقيق هذه الغاية، الأمر الذي يضمن استمرار المشكلة ودوامها.

رغم كل ما سبق نستطيع أن نقول إن إسرائيل قادرة على إنجاز هدفين محددين. الأول يتلخص في إبعاد حزب الله عن حدودها. فمن المفترض أن يتمكن الجيش اللبناني والحكومة اللبنانية من الدخول إلى المنطقة التي خرج منها حزب الله وإدارتها باعتبارها جزءاً من البلاد. وقد يكون البديل لهذا قوة دولية أخرى قادرة على تحقيق ما عجزت نظيرتها السابقة عن تحقيقه، حيث كان جل ما تفعله هو التلويح للإرهابيين أثناء مرورهم بها. ولكن حتى لو عجزت المؤسسات الدولية أو لبنان عن معالجة هذا الأمر فلن تتورع إسرائيل عن مهاجمة أي قوة تابعة لحزب الله تحاول الاقتراب بالقدر الكافي الذي يسمح لها بعبور الحدود أو إطلاق الصواريخ على المدنيين في إسرائيل.

والهدف الثاني الذي تستطيع إسرائيل تحقيقه يتلخص في تكبيد حزب الله ثمناً باهظاً إلى الحد الذي يجعل منه عبرة تردع غيره عن اتخاذه قدوة. لكن حزب الله سوف يستمر على إصراره في الإعلان عن تشوقه إلى خوض جولة أخرى من المواجهة مع إسرائيل، وسوف يزعم لنفسه النصر. لكن تهديداته في الوقت ذاته سوف تقتصر على القول لا الفعل. وفي النهاية لا نستطيع ـ ولا ينبغي لنا ـ أن نتوقع أكثر من هذا.
